PowerPoint has some cool tools for you for all sorts of effects and as one of them the glow can be found under Home tab. Click on the picture and go under Home tab into Drawing section. Click on “Shape effects” and choose “Glow” from the menu. Pick a suitable style from the selection menu and notice the glow on your picture.

One easiest solution is to go under Picture Tools Format tab and click on “Picture Effects”, which is located in the Picture Styles section. From there choose “Preset” and move to “Preset 8”. Simply hover over to see the live preview and if it suits you. Depending on your picture another tool under the same tab in Adjust section may also work for you. Click on “Recolor” and choose “Set Transparent Color” from the menu. Click with the new cursor on the color which should show transparent and see if this works for you.
If you want for your printed slides to have an area for notes on the side, you need your slides to be printed out as handouts. Having the slides prepared click on the Office button and choose “Print” from the menu. Click on “Print” from the right handed menu and notice a new window appear. From there under the section “Print what” click on the small down-facing arrow and choose “Handouts”. Now next under the right handed section called “Handouts” determine the number of slides to be printed out per page. Choosing 3 from the selection menu visually shows you that the area for notes is created on the page alongside with the slides. Click on “OK” if you are satisfied with your selections.
