Why would you want controls over your payroll expense? This would depend on the number of employees you have, the work they carry out and the complexity of your payroll application.  

It’s easy to understand that the salary of an employee is what motivates the most and it also gives your employees the possibility to figure out ways to increase what they’re getting. It’s an amount they are entitled to get so if they see a possibility for affecting the amount, they most certainly will use it. Some at least.

And if it’s not that your employees look for ways to cheat money from you, it may be that you’re somehow miscalculating their salaries without them understanding it. Although, for the sake of being fair, mostly the employees have figured out how their salary is calculated so by chance you’re possibly paying more and not less. People tend to inform such occasions where they get less than they should as opposed to if they by mistake get more than they should.

So therefore you’d want to ensure that you’re not being duped by your own employees.
