Click File and then on Options. In the File Options box, click General. Under When creating new workbooks, in the Font Size box, enter the font size you want. In the Use this as the default font box, click the font you want to use.

How to copy formatting? | Excel 2013
Click on the cell from which you would like to copy the format. Go to home tab and Clipboard group. Select format painter. Click on the cells to copy the format.
